All LibraryH3lp chat snippets (e.g. for embedded chat boxes or chat tabs) use JavaScript whether proactive chat invitations are enabled or not. If you already have a working chat snippet on a page, then you're good to go. If it's a new chat snippet, then you would be adding JavaScript.
